The Regulatory Branch of the United States Army Corps of Engineers, Norfolk District administers the regulatory program required through §10 of the Rivers and Harbors Act of 1899 and §404 of the Clean Water Act. All Joint Permit Applications are critically reviewed by 29 Corps Project Managers working from the District office and 10 field offices across Virginia. Through the review process Corps Project Managers enumerate the areal extent of wetlands losses by Cowardin Classification for each proposed project. Although the collection of wetlands impacts data and critical project review are ultimately the responsibility of Corps Project Managers, project reviews may also include the participation of the Environmental Protection Agency, the United States Fish and Wildlife Service, and the National Marine Fisheries Service.
