Responsibilities
The Office of Sponsored Programs (OSP) is charged with management of all pre-award and post-award activities associated VIMS’ extramural funding. As a Sponsored Programs Administrator, Ms. Davis Small seeks to protect the interests of the institution by working with researchers and departmental managers, university business officers and administrators to ensure compliance with all federal, state, institutional, and award-specific regulations and guidelines.
Ms. Davis Small has served as Virginia Sea Grant’s Fiscal Officer since September 2009. The National Sea Grant College Program is a network of 32 programs throughout the Nation and is NOAA’s primary university‐based program dedicated to helping citizens utilize scientific information to support coastal economies while ensuring ecological sustainability. Virginia’s Sea Grant Program is located at VIMS. Ms. Davis Small manages VASG’s portfolio of funding, and maintains contracts and sub-awards with their partner institutions and sub-recipients.
Education & Experience
Ms. Davis Small has worked in the VIMS Office of Sponsored Programs since 1996. Prior to her current position, she was a legal assistant at the firm of Horne, West and McMurtrie, P.C. where she also managed payroll, escrow and operating accounts. During college she worked as a Laboratory Aide in VIMS Fisheries Science Department.
Ms. Davis Small graduated from the University of Virginia as an Echols Scholar with a Bachelor of Arts in History. Since becoming a Sponsored Programs Administrator, she has completed the following selected continuing education seminars: “Office of Foreign Assets Control Seminar,” US Treasury's OFAC; “Sea Grant Fiscal Officer Workshop,” NOAA; “Export Administration Regulations (EAR) and International Traffic in Arms Regulations (ITAR) Export Control Seminar,” W&M; “Grants Management Workshop,” NOAA; “Financial Research Administration II Conference: Making Sense of Research $,” NCURA; “Basic Fund Accounting Workshop” NACUBO; and “Fundamentals of Sponsored Projects Administration,” NCURA.
Key accomplishments include participating in the implementation of the Banner accounting system Grants module at William and Mary, participating in the design of OSP’s proposal and grant database, and the initial design/implementation of OSP’s web site. Ms. Davis Small serves on the College’s Data Oversight Committee.
