The Assistant Director of Sponsored Programs reports to the Director of Sponsored Programs.  Ms. Davis Small’s primary responsibility is protecting the interests of the institution by working with researchers, business officers, and administrators to ensure compliance with all policies and procedures relating to university, state and federal guidelines; serving as the point of contact and liaison with federal, state, and private funding agencies and their representatives for grants and contracts. 

She acts on behalf of the Director in her absence and makes recommendations to the Director regarding OSP policies and procedures.  She manages the VIMS pre-award process which includes research of funding opportunities, proposal deadline, calendar maintenance, and proposal review and submission.  In addition, she performs both pre-award and post-award functions by assisting researchers with their preparation and submission of research proposals, reviewing and negotiating contracts, award packages and subcontracts, monitoring and approving all expenditures, preparing journal entries, monitoring cash balances, invoicing, drawing down federal funds, submitting agency financial reports and surveys and requesting project extensions.  She also assists in the training of new sponsored programs office staff, researchers and business officers on VIMS sponsored program activities.

Education and Experience
Katherine Davis Small has over 20 years’ experience in Sponsored Programs Administration.    Before accepting the position of Assistant Director at VIMS in 2017, she managed large, complex, multimillion-dollar grant portfolios as a Sponsored Programs Administrator at VIMS (1994-2012), as well on the main campus of the College of William and Mary (2012-2017).  She served as the Virginia Sea Grant Fiscal Officer from September 2009 to August 2012.  She has been a Certified Research Administrator since December 2012 (a professional accreditation conferred by the Research Administrators Certification Council).
Ms. Davis Small graduated from the University of Virginia in 1994 with a Bachelor’s Degree in History, where she was an Echols Scholar.   She has participated in research administration training events sponsored by the National Council of University Research Administrators, the Society of Research Administrators, the National Association of College and University Business Officers, the National Oceanic and Atmospheric Administration, the National Institutes of Health, the National Science Foundation, and the Defense Threat Reduction Agency.  She participated in the implementation of Banner SCT Enterprise System at William and Mary, as well as the development of the VIMS OSP Grant and Proposal Tracking System.  
Ms. Davis Small volunteers as the Director of the Children’s and Youth Choirs at Central United Methodist Church, as well as serving as a volunteer coach in the Mathews County Youth Basketball League.  She has also served on the Board of the Mathews County Historical Museum since 2015.
